KWE USA Compliance: Reciprocal & Other Tariff Actions Announced

As anticipated, the White House has announced reciprocal tariffs targeting countries that impose disproportionately higher tariffs on U.S.-origin goods than the U.S. does on theirs.
- The Annex to Section 232, released on April 2, 2025, lists tariff subheadings subject to 25% tariffs on passenger vehicles, light trucks, and certain vehicle parts, effective April 3, 2025. See White House Proclamation issued March 26, 2025.
- An Executive Order signed by President Trump on April 2, 2025, aims to rectify unfair trade practices by other countries, effective April 9, 2025.
- A Fact Sheet issued by the White House outlines the rationale for addressing persistent U.S. goods trade deficits and reprioritizing domestic manufacturing.
- A 10% tariff on all imports—excluding those from Canada and Mexico—will take effect April 5, 2025, together with country-specific ad valorem rates listed in Annex I.
- The goods listed in Annex II are not subject to the reciprocal or additional tariffs
- Per Federal Registrar Notice, the implementation of duties has been announced on Aluminum Derivatives Beer and Empty Aluminum Cans pursuant to Proclamation 10895
- Another Executive Order signed April 2, 2025, ends duty-free de minimis treatment for covered goods from China and Hong Kong, effective May 2, 2025
- Section 301 port fees for Chinese-built ships calling on U.S. ports could be required as proposed by the office of the United States Trade Representative.

- An Executive Order issued March 24, 2025, mandates that countries importing oil from Venezuela pay an additional 25% tariff, effective April 3, 2025.
