Semi-Finished Copper Products, Copper Derivative Products Subject To 50% Tariff
All imports of semi-finished copper products and intensive copper derivative products shall be subject to a 50% tariff, effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern daylight time on August 1, 2025, based on a Proclamation issued on July 30, 2025. The U.S. President may determine whether imposing a phased universal import duty on refined copper of 15% starting on January 1, 2027, and 30% starting on January 1, 2028, as recommended by the report is warranted, or any actions modifying this proclamation, is no longer necessary.
Brazilian Products Subject to Additional 40% Tariff, Bringing Total Tariff Amount to 50%
An Executive Order issued on July 30, 2025, explains that the tariff increase was due to “recent policies, practices, and actions by the Government of Brazil that constitute an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States.” The rate of duty will be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT 7 days after the date of this order, (August 6, 2025) except those goods encompassed by 50 U.S.C. 1702(b) or set forth in Annex I to this order, and except for goods that (1) were loaded onto a vessel at the port of loading and in transit on the final mode of transit prior to entry into the U.S., before 12:01 a.m. eastern daylight time 7 days after the date of this order; and (2) are entered for consumption, or withdrawn from warehouse for consumption before 12:01 a.m. EDT on October 5, 2025.
De Minimis Exemption for Commercial Goods End August 29, 2025
Imported goods sent through means other than the international postal network, valued at or under $800 and that would otherwise qualify for the de minimis exemption will be subject to all applicable duties, effective August 29, 2025 by Executive Order.

Customs User Fee Changes Effective Oct. 1, 2025 (CSMS #65741993)
The Merchandise Processing Fee (MPF) ad valorem rate of 0.3464% will NOT change. The MPF minimum and maximum for formal entries (class code 499) will change. The minimum will change from $32.71 to $33.58; and the maximum will change from $634.62 to $651.50. For info on other changes, please refer above link.
