Customer Advisory: U.S. Compliance Update
- U.S. Consumer Product Safety Commission (CPSC) Issues Updated Guidance & eFiling on Harmonized Tariff Schedule (HTS) list to be flagged in ACE beginning July 8, 2026, to support importers & customs brokers in preparing for full implementation of CPSC’s Electronic Filing requirement for Certificates of Compliance. This includes a list of approximately 600 HTS codes CPSC believes are likely to include products subject to a mandatory standard or are otherwise deemed high risk. Responsibility for submitting an eFiled certificate, when required, rests with the importer. - U.S. Customs and Border Patrol (CBP) Outlines in Federal Register Notice plan for implementing electronic bond process. Industry comments regarding this proposed rule are due by April 14.
- Pay Now or Pay Later - CBP trade violations can quickly escalate into criminal investigations if willful fraud is suspected or reported by third parties. CBP, Tobacco Tax & Trade Bureau (TTB), U.S. Department of Justice (DOJ), U.S. Treasury, can work together on suspicion of tax evasion, false statements, money laundering or schemes to avoid duties or import restrictions or engage in exports restricted by the U.S. Bureau of Industry and Security (BIS) under the Export Administration Regulations (EAR).
