Covered goods include specific HTSUS categories (including dairy, alcohol, motor vehicles, and related products), with imports rejected at entry, FTZ admission, in-bond movement, and ACE filings triggering system error codes (e.g., 239, 335, 886) once the rule takes effect .
Products entered before the effective date may still be processed under a 50% ad valorem duty under prior proclamations, and FTZ-admitted goods before the cutoff may be withdrawn for consumption; annexes and system updates accompany the implementation but no issues or changes beyond the stated effective date are pending

The Department of Homeland Security's U.S. Customs and Border Protection (CBP) is announcing stricter enforcement of Importer of Record (IOR) registration requirements under Executive Order 14411, "Strengthening Customs Enforcement." 2026-16911.pdf
Key Changes
- CBP will begin verifying the accuracy of information submitted on CBP Form 5106, the form used to obtain or update an Importer of Record number.
- Starting 30 days after publication in the Federal Register, CBP may immediately void an IOR number if it determines the information on file is inaccurate or incomplete.
- A voided IOR number cannot be used to import merchandise into the United States.
