CAPE Phase 3 Deployment open to next wave of Importers
U.S. Customs and Border Protection (CBP) has expanded access to Phase 3 of the Consolidated Administration and Processing of Entries (CAPE) refund system to another group of importers. The new wave includes importers who:
- Filed lawsuits challenging tariffs imposed under the International Emergency Economic Powers Act (IEEPA).
- Submitted their importer of record numbers to CBP between July 31 and August 13.
Previously, Phase 3 access was limited to importers that submitted their information by July 30. Phase 3 launched on October 6.
Entry Type 13 compliance deadline postponed
The new informal entry requirements for international mail shipments by 90 days, moving from October 22, 2026, to January 20, 2027.
Under the new rules announced in June, international postal shipments are:
- Subject to Section 201, 232, or 301 tariffs
- Regulated by a partner government agency
must be electronically filed in the Automated Commercial Environment (ACE) using the new Entry Type 13 informal entry process. Shipments that do not use this process will require a formal entry instead.
The extension is intended to give importers, customs brokers, and logistics providers more time to update their systems and processes while minimizing disruptions to international mail shipments entering the United States.
CBP Harmonized System Update 2625 on Sept 29 Section 232, CPSC Flagging Updates
- Updates related to Section 232 pharmaceutical tariffs.
- HTS flagging updates for products regulated by the Consumer Product Safety Commission (CPSC).
