U.S. Compliance Advisory: CBP Issues Guidance on Revised Section 232 Tariff Requirements
U.S. Customs and Border Protection (CBP) issued CSMS #68855869 to provide implementation guidance on the Presidential Proclamation dated June 1, 2026, which further adjusts the Section 232 tariff regimes applicable to imports of aluminum, steel, and copper.
This update builds upon the April 2, 2026 framework (Proclamation 11021) and introduces additional changes to tariff coverage and rates for certain metal articles and derivative products. Specifically, the CSMS outlines new HTSUS classifications subject to Section 232 duties, identifies products eligible for reduced duty rates, and provides filing instructions for entries under the revised Chapter 99 provisions.
The changes apply to goods entered for consumption on or after June 8, 2026, and require importers and brokers to carefully review product classification and ensure proper reporting of applicable Section 232 tariffs in ACE.
