CBSA’s cargo Release System Update

Dear Valued Customer,

We would like to inform you of important upcoming changes and system outages related to the CBSA Assessment and Revenue Management (CARM) initiative. Please review the following details carefully to ensure your business operations are not disrupted.

1. CARM Implementation:

Effective October 21st, 2024, the CBSA Assessment and Revenue Management (CARM) system will become the official platform for assessing and collecting duties and taxes on commercial goods imported into Canada. Importers and other trade chain partners will be required to use CARM to pay duties and taxes. This transition marks a significant change in the way customs operations are handled in Canada, and it is essential that your business is prepared for this shift.

 Actions Required:

  • Registration: Ensure your company is registered in the CARM portal either today October 4th by 2pm EDT or after October 21st as the portal will be locked during data migration.
  • Delegation of Authority: You must delegate authority to your customs broker(s) to manage your accounts and transactions through CARM. * Ensure you have two company representatives in portal*
  • Setup Internal Payment Process: Importer of record will be mandated to make payments of duties and taxes directly to CBSA starting SOA Statement of Account October 2024
  • Purchase RPP Bond: Importer of record will need to purchase RPP Release Prior to Payment bond with payee CBSA before April 2025

2. System Outage: Cargo Release Services

As part of the CARM implementation, there will be a scheduled system outage affecting CBSA's cargo release system. This outage will impact all customs brokers, including KWE, and will disrupt customs release services across all modes of transportation.

Outage Details:

  • Start: October 5th, 2024, at 10:00 PM EDT
  • End: October 6th, 2024, at 8:00 AM EDT

During this time, CBSA will not provide customs release services. Please plan your shipments accordingly to avoid delays during the outage.

Summary of Key Dates:

  • October 4th, 2024 (3:00pm EDT) CARM portal will be locked down for data migration and reopen October 21st, 2024 (3:00am EDT)
  • October 5th, 2024 (10:00 PM EDT - October 6th, 2024 (8:00 AM EDT): CBSA Cargo Release System Outage
  • October 21st, 2024: Full implementation of CARM as the official system for duty and tax payments
