Customer Advisory: ACH Payments to U.S. Customs & Border Protection

We’re seeing a growing trend in ACH and PMS transactions with U.S. Customs & Border Protection (CBP). But what exactly are ACH and PMS, and why are so many importers opting for them? Are you missing out on something beneficial as an importer?
What are ACH and PMS?
Automated Clearing House (ACH) is a convenient electronic payment option for certain duties, taxes, and fees. Periodic Monthly Statement (PMS) is a feature within CBP’s system that allows importers to consolidate and pay all customs duties and fees for a given month on the 15th business day of the following month. This means one monthly payment instead of processing payments for each shipment individually.
This system operates through the Automated Commercial Environment (ACE) and typically uses ACH for electronic payments.
Why Choose ACH and PMS?
The advantages of ACH and PMS include:
- Extended payment terms: Payments for merchandise released from the 1st to the last day of the month can be scheduled for payment on the following month's Periodic Monthly Statement.
- Simplified payment process: No more writing checks. ACH offers auto-pay debit or credit options, essentially providing instant “credit terms” with CBP.
- Efficient payment handling: We recommend using ACH debit, so CBP handles the payment collection process.
How to Get Started
- Complete the ACH Debit Application (CBP Form 400).
- Email the application to CBP at ACH-Customs@cbp.dhs.gov for processing. Processing may take up to 15 business days.
- Once processed, CBP will create an ACH account and assign you a unique PUN (Payer Unit Number). Keep this information for your records and share it with your Customs Broker for statement processing.
Please note: The filer’s U.S. bank must be a NACHA (National Automated Clearing House Association) participant.
