Tariff Updates

CBP Updates:

  • S. Customs & Border Protection (CBP) has provided updated guidance on import duties on imports for Aluminum and Aluminum Derivative Products via CSMS 65288784 which provides an updated list of aluminum HTS subject to Section 232.
  • S. Customs & Border Protection (CBP) has also provided updated guidance on import duties on imports for Steel and Steel Derivative Products via CSMS 65289012 which provides an updated list of steel HTS subject to Section 232.
  • Both above HTS updates were made to align them with Executive Order 14289.
  • Steel and aluminum imports from the U.K. will remain at the 25% tariff rate through July 9, 2025. The Commerce Secretary may adjust the applicable rates of duty at that time, even increasing the duty to 50% if he determines that the U.K. has not complied with relevant aspects of the S.-U.K. Economic Prosperity Deal (EPD) of May 8, 2025.   • Mexico and Canada oppose the increased steel and aluminum duties and have requested that the rates remain the same as those applied to the U.K. See Mexico Press Conference, Carney Press Conference.
  • The current limit of 8 HTSUS numbers per entry summary line is expected to be increased to 32 HTSUS numbers on one entry summary line, starting from June 14, 2025, including for Reconciliation and Drawback entry summaries.

APHIS Updates: The USDA Animal and Plant Health Inspection Service (APHIS) will soon announce that paper Lacey declarations and “mail-in” option for paper forms will end this year. At that time, only electronic submissions will be allowed.  You can sign up for the APHIS Stakeholder Registry to stay informed of changes.

 

EU/US Trade: The EU Commission has concerns about diversion of trade and potential transshipments due to high tariffs imposed by the U.S. and other jurisdictions. CN/US Trade: China was critical of the U.S. decision to double steel/aluminum tariffs and defended rare earth export controls in a June 5, 2025, press briefing
