Customer Advisory: Fallout From De Minimis Suspension

- Guidance on Qualified Parties to Clear De Minimis Shipments:
United States Customs and Border Protection (CBP) has issued Cargo Systems Messaging Service (CSMS) #65990231 regarding parties qualified for the payment of duty on international mail shipments pursuant to the Executive Order of July 30th, 2025, which suspends duty-free treatment on de minimis shipments, effective August 29th, 2025. This rule, eliminating duty-free treatment on imports valued at United States Dollars (USD) 800 or less, was intended to prevent the evasion of law enforcement and the importation of illicit substances through international commerce. Updated de minimis Frequently Asked Questions (FAQs) have been posted to the CBP (United States Customs and Border Protection) website (CBP.gov). Also refer to the key provisions of the Duty-Free De Minimis Suspension. In the wake of these changes, various countries have suspended postal shipments temporarily due to uncertainty surrounding new import duties following the end of the de minimis exemption. A wide range of countries have suspended shipments.

- CBP’s Quarterly Webinars
CBP is offering quarterly webinars throughout Fiscal Year 2025 (FY25) on how to report suspected trade violations online. The fourth round of webinars will be held on September 23rd and September 25th, 2025. CBP will be offering free webinars on how anyone can report suspected trade violations online using the Trade Violations Reporting tool, as well as how to file allegations under the Enforce and Protect Act (EAPA).
