Customer Advisory: Supply Chain Impacts from Super Typhoon Ragasa

Sep. 22, 2025
Customer Advisory

Super Typhoon Ragasa is causing severe disruption to freight operations across the Philippines, Taiwan, Hong Kong, and southern China.

Airfreight:

  • Hong Kong: Authorities and airlines have announced a planned 36-hour suspension of passenger flights at HKIA from Tuesday evening through early Thursday, with 500–700+ flight cancellations expected. According to internal KWE sources, the Hong Kong Observatory has issued the Strong Wind Signal No. 3 and will raise the Typhoon Signal No. 8 on Tuesday afternoon, which will suspend local KWE operational offices until it is lowered.
  • Taiwan: Land and sea warnings are in effect; flights have been canceled and further disruptions are likely as Ragasa passes south of the island.
  • Philippines: Air services have been disrupted amid evacuations and widespread closures across northern Luzon; further delays and backlogs are likely as conditions evolve.

Ocean Freight:

  • Northern Philippines: Severe seas, flooding risk, and road closures are impacting port and trucking operations in Cagayan and Ilocos regions. Evacuations have been carried out in coastal provinces.
  • Taiwan: Coastal and marine conditions are deteriorating; Kaohsiung Port and Keelung Port are preparing for weather-related slowdowns. Authorities have suspended ferry services, closed some trails, and ordered evacuations in exposed areas such as Hualien County.
  • China (Guangdong, incl. Shenzhen): Authorities are preparing to evacuate up to 400,000 residents in Shenzhen. Yantian International Container Terminal, Shekou, and Nansha ports are expected to face weather-related slowdowns as rail services and trucking links in Guangdong are suspended.

KWE will continue to monitor the situation closely and provide updates as carriers and port authorities release further advisories. For critical shipments, please contact your account representative to discuss alternate routing or storage solutions.
