Customer Advisory: U.S. Compliance Update
- Bureau of Industry and Security (BIS) Notice – Extension of Information Collection by Foreign Governments - BIS issued a notice extending the information collection period for foreign governments regarding the U.S. Delivery Verification Certificate, which confirms that commodities shipped to the United States were in fact received. This procedure is intended to increase the effectiveness of controls on the international trade of strategic commodities.

- S. Customs and Border Protection (CBP) Set to Disable Submission of Ocean Export Manifest via Document Imaging System (DIS) on December 1, 2025
- The U.S. Department of Agriculture’s (USDA) Animal & Plant Health Inspection Service (APHIS) reminds stakeholders the temporary suspension of the ISPM 15 hyphen requirement ends December 31st, 2025. APHIS and CBP have not taken regulatory action on shipments solely missing the hyphen after the country code. Beginning January 1st, 2026, APHIS and CBP will resume enforcement of this requirement. All other ISPM 15 provisions remain in effect throughout the suspension and will continue to be enforced.
- CBP Issues Cargo Systems Messaging Service (CSMS) 66870289 detailing additional parties qualified to collect and pay duties on international mail shipments.
