Customer Advisory: U.S. Compliance Update
- CSMS #66916746 - Update Enhanced Air Cargo Advance Screening (ACAS). Effective November 21st, 2025, U.S. Customs and Border Protection (CBP) has amended its regulations pertaining to the Air Cargo Advance Screening (ACAS) program to require the transmission of additional data elements under an interim final rule. Comments must be received by January 20, 2026. Please submit any comments, identified by docket number USCBP-2025-0053. Go to the Federal eRulemaking Portal: https://www.regulations.gov and follow the comment submission instructions.
- Lawsuits Challenging Legality of International Emergency Economic Powers Act (IEEPA) Tariffs Continue to be Filed. More than 25 lawsuits were filed with the Court of International Trade (CIT) during the week of November 17, 2025. The court has issued an order on a motion to consolidate the cases.
- Bill Introduced to Provide for Termination of IEEPA Tariffs on over 40 Countries, citing that “Executive Order 14257 (90 Fed. Reg. 15041) and Executive Order 14326 (90 Fed. Reg. 37963) on Indo-Pacific partners and allies are counterproductive to America’s security and economic needs and should be repealed”.
