January 14 Presidential Action: Proclamation
“Adjusting Imports of Semiconductors, Semiconductor Manufacturing Equipment, and Their Derivative Products into the United States.”

A Presidential Proclamation has been issued pursuant to Section 232 of the 1962 Trade Expansion Act, as amended (19 U.S.C. 1862), imposing 25% ad valorem duties on certain imports of semiconductors and their derivative products under a two-phase plan of action.

Under the first phase, a 25% ad valorem tariff will be imposed on certain defined “semiconductor articles” classified under Harmonized Tariff Schedule of the United States (HTSUS) subheadings 8471.50, 8471.80, and 8473.30, from any country of origin. The tariff applies to goods entered into the U.S. or withdrawn from warehouse starting 12:01 a.m. ET on January 15, 2026, as described in the Proclamation and its Annex. Per the proclamation, this tariff will remain in effect unless expressly reduced, modified, or terminated by subsequent action.

U.S. Customs and Border Protection (CBP) has posted CSMS # 67400472 - GUIDANCE: Section 232 Import Duties on Semiconductors and their Derivative Products, in connection with the above action. A Fact Sheet has also been issued by the White House in connection with the above action.
