• Executive Order (EO) Issued Withdrawing additional 25% International Emergency Economic Powers Act (IEEPA) duties on India, under Harmonized Tariff Schedule of the United States (HTS) headings 9903.01.84 through 9903.01.89 effective February 7, 2026. U.S. Customs and Border Protection (CBP) issues CSMS # 67702087 – Updated Guidance on entries filed declaring HTS headings 9903.01.84 - 9903.01.89 entered for consumption or withdrawn from warehouse on February 7, 2026. Filers should take action to correct those entries and file a post summary correction (PSC) to request a refund which will be issued at liquidation.

• S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) launches new online Voluntary Self-Disclosure Portal, providing streamlined, secure method for submitting voluntary self-disclosures of potential violations.
• CBP Updates Form 4811, used to authorize notify In accordance with EO 14247, effective February 6, 2026, refunds directed to a notify party will be electronically deposited in the notify party’s bank account. This became effective on February 6, 2026 (see Electronic Refunds, 91 Federal Register (FR) 21. The updated form may be found on the Forms page.
